FrCorey
I take them empty. products are weighed out in ziplock bags for each machine. assemble machine at location, check to make sure it's clean, check to see it work properly. fill, and lockup. If you are selling food in machines, you have to make sure they are like Food Service clean. and keep them that way. If insects infest a machine, you Don't clean it there, you replace it and take the machine back to clean and sanitize.
F J Vending
I have 1800's. They are cleaned at the house before candy is put in them. I add candy and take them to the location. I then wipe down the outside just as I would when servicing it. I only fill the machine about 1/3 full the first time.

TWvend
Half are going to say fill them on location , the other half say fill them before hand. I say fill them before hand. On a new install or new location, the least amount of time there , the better. Allow the location time to gradually get to know you. What if you get there when they are busy? Locations wont be impressed if your fumbling around with your goods in the way of customers frantic to get a quick lunch. If your equipment is empty, some location owners will be practically sitting on your shoulder advising you how it should be done , how much product to vend or what product to vend. If your vending toys/caps , everyone wants handouts. If your equipment is pre filled , you avoid all this.
