VM-010 Bill Changer PLEASE HELP!

i have a vm010 bill changer that will take and accept bills but it wont give out change?? its not jammed the lights on the front are blinking green, ive noticed on the bill acceptor on the side there are numbers from 1-10 along with little switches , well 1-4 are off (switch pointing up) and 5-10 are on (switch point down). its filled with quarters...this is the machine can someone please help...post-4710-0-79303700-1364177206_thumb.jpg

Inside the front left coin tube there's a small metal swirch near the bottom that indicates if the coin tubes are full. Make sure its being depressed properly and chk with a multimeter I've had those go bad

Hey dogcow when the tubes are empty, on the front of the machine the lights blink yellow when i put in the quarters it blinks green.....should i mess with it still or is it doing what its suppose to???

If light works swirch is proh OK,what make/mdel is the val?

I have a "manual" for a CM-222 bill changer. This may not match your model number but these changers were sold by everyone selling the old mechanical machines. The bill head is very similar to yours. Here is what it says:

The lights at the bill entrance should be on steady if the changer is ready to work. If the lights are flashing the changer is empty.

Therefore:

Problem: Indicator lights blink with coins in magazine.

Check: Is the error light blinking on the side of the validator?

Yes: Check validator for internal blockage. Check the Anticheat levers for proper operation.

No: Is the magazine properly seated? No: Remove and reinsert magazine. Yes: Remove coin magazine and check pendulum. Does is swing freely on the brass bushing? Is the pendulum in the down position? Is the reflective surface on the pendulum clean?

Check: Circuit board s/b on the back wall of changer. Remove connector from the circuit board at location J4. Short pins 1 & 2 with a metal object. Do the indicator lights continue to flash?

Yes: Check for a broken wire (blue) from the dispenser sensor to circuit board J4.

No: Replace dispenser sensor assembly.

I also, am having issues with a VM-010 that prior has run error free for years. It started giving only 1-3 dollars in quarters for a 5 dollar bill, and eventually started shortchanging singles. Any ideas would be greatly appreciated.
