What would be the reason for removing them? That's one reason, others are that it was removed to repaint (often the case if its a sticker) or if it was riveted that the rivets came loose or rusted. Its not uncommon, especially for older machines, and not really a cause for concern but if it is a late model, like in the last 5 years, the fact that the serial sticker/plate is missing would have me asking more questions about where it came from and how the seller came into possession of it. If you can get a pic you can post it here, some of the fronts are exclusive to the bottlers and on a late model machine that is a real cause for concern as the bottlers don't usually sell off equipment anymore. I just noticed 2 serial number plates from my vendo machines were ripped off. Was it for thrills, scrap metal, laughs, trying to be cool, collectors items, dental floss?? Who knows! and I will never know either!
