It sounds as though you have a wire pulled out of the end cap of the tray harness. Unplug the tray harness on the right hand side. Remove the tray from machine and inspect. I think you will see one wire loose. Remove the cap from the connection and re-insert wire into empty slot and replace cap. Make sure it clamps on tight. Replace tray and all should be working

This is actually a GPL machine from the 159/160 family.  You just gotta love National and the way they limited the manuals issued for the GPL line.  They really treat GPL as an ugly stepchild.  And because the logic board is different than what comparable National machines used you can't use a National manual for help.

 

If you don't find a bad wire then try to figure out how to enter the configuration mode of the machine.  They might have a way to turn on and off individual shelves as National does.  If not then you probably have a case of 159 itis - a bad logic board.  When these machines were new the boards would fail with selections or shelves not working.  We'd send them back under warranty and the boards would come back to us with different shelf or selection problems.  They were just lousy boards in the beginning.  For that reason I hope you just have a loose or broken wire.
