The simple explanation is it is a lock that does not need a key to lock, just close the door. It seems that the valet parking services use steel key cabinets in their 'podiums'. When you want your car, the valet grabs your keys, slams the door shut and runs for your car. I suppose you're never too old to learn something new. I spent 2 hours of my life on that little factoid and ordered 5 of them at $14.10 each.
