Rowe 4900 only accepts 1 bill

Have you set the prices in the machine with at least one price over $1?  I am not familiar with the Rowe and those older machines have a lot of limitations, but most machines will not accept more credit than needed for a single purchase.

OK then, next question, is there change available in the changer?  Is there an exact change only indicator lit?  The changer needs to have enough coins to make change before accepting excess credit.  The tubes should have enough coins to cover the lower sensor so that it knows there is change available - 15 to 20 coins each tube.  Some machines will work if there are at least enough nickels, others will need dimes and quarters as well.... if the exact change indicator goes out you have enough coins

Exact change is not lit with escrow on but is lit with escrow off. Ive got about $20 in change spread out between all coins.

Or just park that dinosaur and invest in a newer machine that doesn't have that limitation.  Better yet, pay a repair tech to get it working for you, preferrably one that actually understands and knows Rowe equipment - that would be one who has been in the business since the 1980s.  I loved my Rowes but never operated them when prices were above $1.
