Hot stuff crane can’t turn claw strength down

So I have this hot stuff crane, that I put into settings for claw strength and the voltages won’t go down past 40. All 3 stages, it basically goes full strength. Works 100 percent otherwise. The random full power setting is at 20. I have many of these and it’s usually easy. Any help would be appreciated. All three dip switches vary from 40-50 on the meter on all three stages. and I know it’s not the meter cause claw never opens.  I’m new here so any help is appreciated if anyone has seen this before. Update, I swapped out the main pcb with a pcb from a fully working crane and the problem went away, was able to turn down the power on all 3 stages, so the problem is definitely on the main board. Besides sending in to coast to coast, anyone know someone who could fix this. Thanks again
