Some cities/counties won't issue a business license unless you indicate you will be making over $xxx in sales per year. In Knoxville, you have to indicate you will be making more than $400 per year. Otherwise, it is not worth their time to issue a license if they are not receiving revenue from it. Also, you'll need to check state requirements as well.
