Redemption game ticket payout issue

I have an old Godzilla Wars from Namco that was working just fine until yesterday. The issue I have is that the game will now continuously spit out tickets on power up. When I coin-up and play the game it will continue to spit out tickets. It stops once an actual ticket payout is suppose to happen. 

So basically it's doing the exact opposite. Any suggestions? I did swap ticket mechs, but that did not resolve anything.
