Cigarette vendors?

How profitable are these?  I thought the profit margin was ~$1-2 per pack but after looking on the Sams website, the cartons are $40/10packs.  That means I would have to sell each pack for $5-6.  Is this typical?  What is the average price on these?

I have a bar in town that would allow me to put one in but I'm not going to spend all that money on one if it's not worth it for me.  Plus the bar would probably only sell a couple packs a week. 

Is there special licensing I would need to sell cigarettes?  There is none for bulk candy...
