What is this route worth?

I have found a route for sale consisting of 150 locations. Each location has 2 head northwestern 60's. Included in the sale is 100 extra machines. Been in business with this owner for 3 years all 3 years all sales claimed on taxes as such 50,000 sales 1st year, 40,000 sales 2nd year, third year 35,000 in sales. Seller states income on tax returns shows zero profit after all expenses. The route has lost some locations since it was first bought for 50,000. Most of the 2 heads are gumballs and M&M Peanuts. Seller is asking for 40,000 no owner financing. Is this worth it $40,000 since it has proven income on taxes or is it worth otherwise? Any help would be appreciated.
