Get a fiberglass place like F.A.S.T. korp (http://www.fastkorp.com/) to build the funnel, and then put together a base out of wood. Throw in some angled ramps, and done. Now, that's quite a bit of logistical legwork, and a lot of homemade parts, but I think your cost then would be well under $2,000 (or more) +shipping. Just thinking here.
