Not familiar with these at all but if when I turn on the unit and he following happens what most likely is my issue.

Bill acceptor turns on

Green light on board turns on

Lights flicker and turn off for the Ethernet

Absolutely nothing else.. No screen, fans, noises, etc.

My first thought would be power supply and/or fuses.

With absolutely no idea of how this machine is set up (or even what it is) the fact that the coin acceptance side is powered and other parts of the machine are not would lead me to be looking at a split power supply of some kind with the feed for the coin acceptance side (possibly 24V) working. Any other power in the machine would be either a seperate output from the PSU (Power Supply) or a second fuse from the same circuit feeding other parts of the machine.

Look for fuses somewhere (may even be integral in the PSU) and check/replace them - Do Not just do a visual on the fuses - it is not common, but possible, for a blown fuse to look intact visually but not be intact electrically. Use a multimeter  to check if in any doubt.

Only other thing I would suggest is pull and reseat any internal power connections as sometimes the prongs can oxidise and lose connectivity.

I am very familiar with these games.  For some reason, your motherboard is not posting. (power on self test) . Most times this is one or a combination of

1. CMOS battery bad

2. power supply bad

3. defective motherboard

You should first try replacing the cmos battery . It is a CR2032 battery easily found at radio shack or most hardware stores. You will need a paper clip opened up and bent into a U to jump the power supply , and a computer keyboard with a PS/2 connector. The procedure is confusing so rather than trying to explain it here , Merit tech support is at 800-523-2760 . They should be able to walk you thru the cmos setup. Change the battery and have your paper clip & keyboard ready when you call. If you cant get ahold of them let me know.

If your using this Ion in a location I'd like to give you a few suggestions to keep it running longer. In case your not aware, the capacitors fail on these motherboards , and sometimes the board is not repairable. Its going to be very hard in the near future to find a good motherboard so if you want to keep your Ion alive , these tips will help .  Every 2 years, I replace the battery, power supply (300 watt only)  , the upper case fans , (the one under the power supply & the one in the top mid case), and the processor fan. I don't care if they are working , or how well they are working. If they are 2 years old , I replace them. Same goes for the power supply. It has filter capacitors inside it, and if they don't filter the voltage correctly, it moves thru the power supply on to the motherboard, and over time kills it.  Next, stress to the location they must turn the game off upon closing time. If they aren't willing to cooperate, don't leave the game there. I also check the fans every so often to make sure they are clean . A can of air duster goes a long way compared to a motherboard. Make sure the game is off and cooled down before blowing on the processor.  Good luck !

I will def do that. Since you helped me get the thing to finally boot and went through the bios update with the keyboard, now I have another issue.

Reboot and select proper boot device or insert boot media in selected boot device and press a key is what it says on the screen.

From the tech briefs it says it's a defective hard drive. Can that be? I'm going to play around with it but any thoughts? I made sure the boot order is set to the hard drive in first priority.

More than likely you disturbed the ribbon cable where it goes on the hard drive . The ribbon cable goes on an adapter, which then goes on the hard drive. Reseat the cable and also the adapter ...........CAREFULLY !     Be careful not to bend any pins on the hard drive as the adapter can be hard to seat sometimes. Also, there is a small 2 wire power connector that goes on the adapter to supply power to the hard drive. Make sure that is seated . Reseat the ribbon on the motherboard as well. These steps should get you going.  I doubt your battery went bad & the hard drive failing at the same time.
