Saeco Rubino 200 won't give error code when it won't pump water

I turn the machine on and normally the water pump makes noise.  It no longer makes any noise, no water is pumping through the machine and there is no error code 05 given in order for me to reset it.  It's like it's stuck in limbo where the machine doesn't acknowledge that there's no water.  I've turned it on and off many times.  I've left it unplugged for days.  Sometimes it will just fix itself and the pump will work, but usually it's when it gives me the error and I can reset it.

Sounds like a bad or intermittent pump.
