Not 100% sure of the question but I think you are asking if you can pay sales tax at the time of purchase and not on the price you sell for? If that's the case, then the correct answer is that you should pay sales tax based on the price you sell for. Some people pay sales tax at purchase then use that as a credit against the total due at the end of the filing period. I use my resale certificate to buy tax exempt and pay it all at the end of the period, a lot less paperwork that way. The fly by night guys that are evading their responsibilities also pay at purchase but never file.
