Logic says that if a person wanted 2 gumballs and had 2 quarters, you'd get them regardless if you had them 2 for 50 or 1 for 25. On the other hand, if a person only wanted 1 gumball and had only 1 quarter, you'd lose the sale completely. 2 for 50c is not an incentive to buy like 2 for 25c is.
