Usually pin hole leaks develop, particularly in the evaporator coils.  The same thing happens in home AC systems

Low freon is caused by tiny leaks that develop over time. You could fill it and it might last 3 weeks, 3 months or 3 years. No way of knowing. Since the pressure is lower when it's running, it doesn't leak as much as when in hot storage. The evaporator in the cabinet is designed to remove water from  the environment. The unit is not making coldness, it's removing the heat. As the air cools the water is removed in the form of frost that melts and drains then evaporates.  

Chances are good that if that unit is original, it is probably R-12 which is no longer used.

If there is residual moisture in the bottom of the cabinet below the evaporator then clean out your drain hose so the water can drain. If the tank is dry then you are low on freon, IF you don't have any air leaks such as from a missing, warped or broken delivery door, a bad door seal or a t-handle that doesn't snug the door down.  Your evaporator looks like it's from an ooooold Vendo so you would have an L-handle on the door.

On your compressor bell housing there will be a stub line that would have been crimped and brazed closed at the factory after they filled the unit.  That is the low side place to tap the system.  You will not need access to the high side.
