The evaporator fan must always run on a forced air evaporator. This is the fan inside the cold part of the machine. If you're talking about the condensing fan in front of the compressor then that fan doesn't need to run when the compressor is off, BUT many of the subpar import machines wire that fan to also run all the time for some odd reason. It can certainly help cool the condenser off but it's not required. However, if that's how your fan works you will need to leave it that way - it won't hurt anything.

A condenser fan should only run when the compressor runs. In the past I have seen coolers made by True had a switch that you could have it run all the time. 

 

Incompetent service techs would have these traded out because the compressor wasn't running and think it was bad when all that was wrong was the thermostat.

 

Biggest reason for it not to run all the time is it will be sucking dirt in and plugging up condenser for no reason. Hospitals and grocery stores are the worst for plugged condensers. The reason is they are always sweeping the floor and kicking up dirt.
